During a recent visit to Sri Lanka I had the opportunity to read  two enlightening articles related to Sri Lankan foreign policy written by two  eminent former diplomats of Sri Lanka viz. Messrs. Jayantha Dhanapala and K.  Godage (I believe this is the same gentleman we used to call Nanda Godage when  he was No. 2 at the embassy in Washingon DC).

Oct 19, Colombo: The Sri Lanka Military has strongly denied the allegations made by a right group that its troops are responsible for insecurity experienced by the women in the Northern and Eastern Provinces.

Army spokesman Brigadier Ruwan Wanigasooriya speaking to media Friday said there have been repeated attempts to pin incidents of sexual violence on minority women in the North on the troops while in majority of these cases perpetrators are of Tamil ethnicity.

EPC opposes affiliation of Trinco campus with universities in South

[TamilNet, Wednesday, 16 October 2013, 10:22 GMT] The Eastern Provincial Council (EPC) has unanimously adopted a motion against the proposed affiliation of the Trincomalee campus of the Eastern University with the Rajarata University of Anuradhapura or with the Jayewardanapura University in Colombo. The motion was moved at EPC’s September session by the Leader of the Opposition Mr C.Thandayuthapani, the group leader of the Tamil National Alliance (TNA) in the council. Mr R.Thurairatnam, TNA’s Batticaloa district councillor seconded the motion.

Occupying Sri Lanka rushes to legalize Sinhalicisation of strategic entrance to Jaffna

[TamilNet, Thursday, 17 October 2013, 17:34 GMT] Colombo’s ‘National Housing Development Authority’ (NHDA) and the Civil Military Coordination Office (CIMIC) of the occupying SL military in Jaffna have been jointly engaged in legalising the Sinhala occupation of the strategic entrance to Jaffna city at Naavat-kuzhi this week. The NHDA and CIMIC have been distributing lands to 126 Sinhala families that have been occupying the public lands at Naavatkuzhi under the security of SL military despite the protest by the Tamil residents and refugees still struggling to resettle at the locality. Naavatkuzhi is a place just 5 km east of Jaffna city where the two highways A9 and A32, the only existing land arteries that lead into Jaffna from the south and the western coast meet.

Ex-judge C.V. Wigneswarn is now a politician.  These are early days of his political career.  Early days are typically made of words.  Time will tell us more of ‘deed’ and the distance these have to rhetoric.  We are not talking of the campaign rhetoric, which typically tends to gravitate to vote-getting imperatives.  It is well known that manifestos are junked after election and mandates re-worded to match ambitions and justify decisions.  Even in this sense we are still in ‘early days’ as far as Wigneswaran and the Northern Provincial Council are concerned.
